Course Aims

To enable participants to understand and apply the principles of effective procurement in the public sector. To inform participants of the regulatory framework surrounding public sector procurement and how this influences practice. To introduce participants to the concepts of value for money (VFM) and to empower participants to be able to collaborate with all key stakeholders.

Target Audience

This course is designed for anyone who is new to public sector procurement and who will be managing or have responsibility for managing procurement activities. It is also suitable for public sector commissioning managers who need to understand how procurement fits into the commissioning process. This could include end users, technical experts, proponents, project managers, finance, internal customers, and other key stakeholders who need to collaborate with procurement and contracting to develop robust approach to public sector procurement. This could also include those seeking a refresher in this subject.

Learning Outcomes

By the end of the course participants will be able to:

Understand the procurement lifecycle

Understand the principles behind public sector procurement in the EU

Know about the Public Contracts Regulations of 2015 and how they set the rules for procurement in the public sector

Know about the “OJEU” thresholds and how these affect the way procurement is carried out

Distinguish between the different procurement procedures available for use, and know when to use them

Know how to advertise opportunities to prospective suppliers and understand how to encourage suppliers to bid

Understand what makes a good ITT

Understand the principles behind effective bid evaluation and how to get the right balance between cost and quality

Understand the importance of effective contract management

Evaluate the impact of risk in public procurement and take steps to manage this

Understand the need to encourage innovative thinking at all steps in the procurement lifecycle

Recognise the need to look for value for money in all procurement activities, balancing cost (including TCO – Total Cost of Ownership) with quality and risk
